Article 1 of the Federation Constitution sets forth the basic structure of the Federation Government, including the duties of each branch and agency. Part Four describes the functions and responsibilities of Starfleet and it's components. Chapter 7 of Part 4 contains Starfleet Intelligence, and Section 31 of Chapter 7 states : " Starfleet Intelligence shall, from time to time and as deemed reasonary prudent and neccessary to protect the security and safety of the Federation, conduct both domestic and foreign intelligence and counterintelligence activities." Is Section 31 behind the Maquis? Are members of the Federation trying to bring about the break-up of the New Treaties? Admiral McGuiness seems to believe so, and is working to weeding out the operatives of Section 31.
