1,000 Needles - Cactuar unleashes a physical attack against all opponents. The damage inflicted will increase in steps of 1,000 HP as Cactuar grows in levels of 10.

This is probably the second most powerful GF in the game. The most powerful being Eden. The Cactuar leaps into the air and shoots a ton of needles towards the enemy party. This attack causes 1,000 points of damage for every 10 levels. At level 100 Cactuar will be dealing 10,000 points of damage.

Use Ragnarok to fly to the island on the outside of a desert; you will see a cactus teleporting around. Walk up to it. Be careful, as its 10,000 needles do 100,000 damage.
