If the character's Education level is college graduate or better the character may select a second Communications Skills program. The character must select 5 skills from the Communications Skills category each at a +15% bonus. If the character's Education level is Master's degree or higher the character may select a 3rd Program. This program must select 5 Communications Related skills from any category except Military or Naval at a +15% bonus.
