A contest for the state's railroad franchise is held between two railroads: Popeye's Onion Pacific, and Bluto's Sudden Pacific. The winner gets a kiss from Olive Oyl (some incentive).
At this point, the predictability of such matches is a bit wearying. Did Perry Mason ever lose a case? Does Bluto ever win out over Popeye? Happily, the above-average train gags briefly help us forget the inevitable outcome.
