28th President....1913-1921.
Like Teddy Roosevelt before him,
Woodrow Wilson regarded himself as the personal
representative of the people.
"No one but the President" he said "seems to be
expected to look out for the general interests
of the country.
He developed a program of progressive reform
and asserted international leadership in
building a new world order.

In 1913 Wilson's major legislation included:
Underwood Tariff Act (reducing average tariffs)
Federal Reserve Act (establishing a system of
Federal banks):and two Constitutional Amendments,
the 16th (income tax) and the 17th
(dierct election of U.S.Senators).

In 1914 he declares U.S. neutrality after
outbreak of WW! in Europe, during August. Death
of his first wife, Ellen Axson Wilson on August 6.
Federal Trade Commission established and,
Clayton Antitrust Act passed.

On May 7, 1915, German submarine sinks liner
Lusitania.
With heavy American losses.

Dec.18,1915, Wilson marries again.
Edith Bolling Galt.
second wife.
Nov.1916, Wilson was re-elected President over
Republican Charles E Hughes.
The man in the tophat declares war!

1917..He addresses Congress (Feb.3) on German
resumption of broad submarine warfare.
April 2,1917 Wilson addresses a joint session
of the Congress and askesd them to declare war
on Germany precipitating the American entry into
World War one!
Full House!
April 6,1917 he signs Proclamation of war with Germany,
after American ships in neutral waters, were
fired upon and sunk, Wilson called upon Congress
to declare war in 1917.
Soon afterward the first American troops
saw combat on foreign soil!
