Ghouls: witness and accomplice to the horrors of Kindred existence, hopelessly addicted to the vitae of their undead masters, knowing that their lives extend only to the limit of their usefulness.

Sounds like a challenge to play...

Ghouls are "real people", with histories, motivations and ambitions as rich as that of any Cainite. They occupy a unique niche in Kindred society, serving as companions, servants, dupes and/or resources to their Kindred masters. Some "lucky" few even end up as Cainites themselves... in time.

P L A Y E R – C H A R A C T E R   G H O U L S
There has been a Chronicle wide change in the rules (3/21/02) concerning Ghouls within the territories of this game: Independent Ghouls are considered a breach of the Masquerade, as well as being a danger to Kindred. They will be destroyed on sight. (Specific rules concerning Gangrel Ghouls are listed below.)
"Do I have to register the Gangrel Ghoul that I play?" 
Yes, if you want to bring them into the chats and have them walk out in one piece. 
1) Is your Ghoul a separate character, intended to be played independently of their Domitor? In this case, you must submit a character sheet before bringing them into the chats. Instructions of how to do so can be found below.
2) Is your Ghoul a hovering presence that accompanies their Domitor into Elysium and other locales within the chats, but is not played independently? In this case, it is best that you inform the Gangrel Storytellers of this character, so that their name can be recorded. They will be listed in a special place on the roster, informing any interested parties of their status. The intention is to prevent any IC ugliness due to a misunderstanding of exactly what the character is supposed to be. You do not have to send in a sheet for these sorts of Ghouls.
3) Is the Ghoul strictly a NPC connected to your character's Backgrounds that is never brought into the chats? In this case, other than the reference to them on the character sheet, then no.
4) Animal ghouls are not allowed to be run independently of their Domitor in the Moderated Necropolis setting by the Gangrel game. Animal ghouls are also no longer (7/23/03) allowed in Fallen Angels, but Swope Park still welcomes them. Just remember their reactions to the majority of kindred is bad. (Ask about the "Inoffensive to Animals" merit or Animalism Discipline before having your Animal ghoul react to a given character.)
"Are there any restrictions on registered ghouls?" 
Just one: standard mortals only. If the ghoul is Mage, Were-whatever, Dhampir, Kinfolk, etc., they should remain unregistered and not be brought into the chats.
"Why is that?" 
The vast majority of ghouls that aren't pets are going to be human, and nothing more. This is because the vast majority of Kindred aren't going to want to risk their necks mucking about with other supernaturals. On the administrative side of things, officially recognizing "supernatural" ghouls is rife with the potential for conflict, such as whether or not a ghouled Corax would be allowed into Elysium.
"Well, what do I get for registering?" 
Experience points! Registered Ghouls, those for whom a sheet has been approved for, earn 1 XP per week just like all the Neonates. 
Recognition! Registered Ghouls and those so-called "hovering presences" will appear on the clan roster with all other approved characters.
E-mail! Players of registered ghouls will be allowed to join the Gangrel listbot, along with all other approved Gangrel characters.
Elysium! Approved ghouls may be registered to enter Fallen Angels. This responsibility falls to the Domitor to arrange with the owner, Maga Clare Altiar.
As you may have noticed, there's no online sheet form for ghouls (not yet, anyway). So, how do you get the ball rolling? Create a sheet, including the information listed below, and e-mail it to jadrys@qwest.net. It will be forwarded to the character review board, and everything after that is pretty much the same as getting a Gangrel character approved. Please remember that characters are no longer to be brought into the chats prior to their formal approval.

Disciplines -- one dot of Potence, one dot in another Discipline possessed by the Domitor. (Clan specific)
Backgrounds -- 5.
Virtues -- 7.
Humanity -- Conscience + Self-Control.
Willpower -- equal to Courage rating.
Freebie points -- 21.

Abilities: 2 (including Secondaries)
Disciplines: 10
Backgrounds: 1

D O M I T O R   B A C K G R O U N D
Domitor Background -- ghoul characters that are not being horribly abused (either mentally or physically) by their Domitors should purchase the appropriate level of this background.
· Your Domitor is 11th-14th generation, and considers you a valued confidant. 
·· Your Domitor is 9th or 10th generation, and is passing fond of you. 
··· Your Domitor is 8th generation, and will sometimes let you get a word in edgewise.
Levels 4 and 5 deal with 7th generation and lower.
