The Interplanetary Alliance is led by the central council or senate, depends what you want to call it as there's really no official name. This council has representatives from every system who then decide all the major affairs. Smaller affairs that are only inside one system or few systems are dealt by the systems involved.
There's also a president who did have rather a lot of power before and during the GA-IPA conflict, also labeled as the Beta Quadrant conflict. The president was able to control most of foreign affairs, which might have even caused the conflict in the first place. That is why the council decided to decrease the power of the president dramatically. Nowadays the president has pretty much no power at all and only represents the IPA in certain state visits. The president also leads the central council sessions. The system is pretty much the same as in UFP.
Chief Of State: President Guo Yu (Human) (since January, 2, 2633) and Vice-President Hg² (B²) (since January, 2, 2633).
Judicial Branch: Supreme Court (Its nine justices are appointed for life by the president with confirmation by the Central Council); Interplanetary Alliance Courts of Appeal; Interplanetary Alliance District Courts; State and County Courts.
