The outer rim territories aren't much in use. T-race, Lighteness and Gorgs live completly in the outer rim territories. In the H'nska war, the OR territories served good hiding place for smugglers and pirates. Now the Outer Rim Territories are just a normal place. The unclaimed space is mostly in the OTR, that area has only little of value. The planets are poor and not habitable. Other races such as Gigerdians and Folans have planets in the ORT, but the First one races have mostly all space there.
