A Federation scout ship (U.F.S. Victory) found a Parlien colony near the IPA border. It was presumed that all Parlien colonies and ships were destroyed or conquered during the Dominion war, but this apparently proves otherwise. These colonists say that they didn't work for the Dominion and that they escaped from Parlien colonies during the way. Whether this is true or simply made-up to make sure they aren't wiped out is unknown as of yet, but due to their close proximity to IPA space they seem to have been interested in joining the Interplanetary alliance, which has acted friendly towards them. It's presumed that they will soon be the official members of the Interplanetary Alliance.

The space these Parliens have is extremely small and only consists of 10 star systems.
