Lt. Mills is actually just a background extra that appeared on DS9 for at least much of the first two seasons. He may have been there after that, but if so I just never spotted him. He really got made cause I had extra parts and the Star Trek CCG gave him a name. He can be seen clearly, along with the rest of the DS9 background crew who where there for the first two season, during The Siege when Sisko and his crew make thier final stand against the Bajoran nationals.
