As far as I'm concerned, different Rodian head equals different Rodian. The two POTF2 Greedos looked sufficently different to warrent them being two different characters. We don't learn much about Koobis "Target" Nu, but he's a Rodian, and a pilot, and that's all the excuse I needed.
