I've only heard of these troopers existing in the Marvel universe, but haven't read any of the issues in which Lumiya appears, leading the remnants of the Empire. Well, I suppose if they never "actually existed" they could always be High Admiral Teredoc's since he has an afinity for making everything red.
UPDATE - Got a ref pic! Looks like Lumiya had red troopers after all.
