This is a custom of a figure that would logically have occured in the Star Wars universe. If Thrawn was a Grand Admiral, he must have been a captain at one point. He did manage to show up as a captain in a few stories, most notably at Kyle Katarn's graduation ceremony on Cardia. Just a repaint with trimmed rankbars. The silver mark on his color is supposed to be the single scomplink that all captains have on their uniforms. Personally, when I was little I always figured those things were pens for the officers to use. :)
