No, it's not The Punisher. Valence was the first bounty hunter besides Greedo in Star Wars history. He was trying to hunt down the Heroes of Yavin, until Vader stepped in, and well, that was the end of Valence. In his the first Marvel issue he apeared in his suit looked like a blue Stormtrooper suit, but changed soon after. I colored a Stormtrooper Luke blue and changed his hair. Then I gave him the TIE Pilots superhugemegagun just for kicks.
