Some early Ep1 concepts for Palpatine had him as an alien (as in his scars/wrinkles were just how his species looked). That idea was obviously scrapped, but for Ep3 they did make a Senator based on the old concepts. I used the spare scarred Palp head that I had, and used extra parts for his body - allowing me to finally find a use for the spare Xizor arms that I had lying around.
