Hasbro seemsto be going nutzo with the Ep3 Palpatines. I got the carded one, kept the Battle Pack one so I could display him with his hood off as well, but then he showed up in the DVD 3-Pack. Most figures in the multi-packs have one or two slight tweaks (enough for the variation hunter in me to snag em) but Palp was too recent a figure to change. I had already done a hoodless Palpatine (before his fight with Mace of course) so I decided to go further back and make him as a young apprentice. I used thick paint so the wrinkles filled in, though he's still a little jowly.
