Explanation of the conversion: Note a lot if known about the latest Crimson Cowl, but as I learn more I'll add it to her writeup.
History: Justine is the daughter of criminal master mind Justin Hammer. As the Crimson Cowl she formed and lead the Masters of Evil VI. Initially this group was made up of Cyclone II, Flying Tiger, Klaw, Man-Killer and Tiger Shark.
She made her first strike as leader of a brand-new Masters of Evil during a time when many of the world's heroes were missing after seemingly sacrificing themselves to stop the psychic menace of Onslaught. Apparently working for a New York crime lord, the new Masters hit a couple of targets, each time stopped by the intervention of the new hero team, the Thunderbolts, and the former Avenger, the Black Widow. The Crimson Cowl would always teleport her team to safety before their defeat.
After the Thunderbolts were revealed to be criminals she invited the them to join her. The Thunderbolts turned her down and dedicated themselves to defeating her.
Justine then assembled one of the largest super-criminal organizations in history, which included Boomerang, Man-Ape, Quicksand and
Shocker II among others. She planned to use weather control machines to extort money
from the governments of the world (Thunderbolts #24).
Although defeated by the Thunderbolts, she made her escape and put Dallas Riordan in her
place to be captured by the authorities. (Thunderbolts #25).
The Crimson Cowl later appeared with a new group of Masters of Evil, recruiting former member Cardinal by promising to destroy Hawkeye, whom the Cowl blamed for the death of Cardinal's daughter, Meteorite III.
Note: There seems to be no relation between the Crimson Cowl III and
the first one, who was a robot built be Henry Pym called Ultron, and the
second one, who was the Avengers butler Edwin Jarvis.
Powers: Justine wears a suit of cybernetically controlled cloak that has increased strength. The cloak is controlled like an extended limb and allows her to fly and teleport herself and others. Electrical attacks disrupt control of her powers. The teleportational powers seem similar to those used by super criminal Sidewinder.
