The Bokuchi live in the mouth of the Persian Gulf (that's here on Earth), around the beginning of the 21st Millennium (20050 CE?). Their language is, for all practical purposes, unrelated to nowadays' tongues. Unlike most futurist settings, they don't have plugs in their heads or travel through the galaxy. In fact they don't even have jet planes or long-distance telephone calls. Unlike most futurist settings with these features, they're also not like that because of a nuclear holocaust or alien invasion. Their (our) civilization just ran out of fossil fuel and collapstarved.
