No one in the Klingon Empire could have suspected that the snarling Gowron, a political outsider, would one day become the Empire's Chancellor. The imposing Klingon has often challenged High Council decisions, and upon the death of longtime Chancellor K'Mpec, Gowron makes his bid for the role of leader. The only thing standing in Gowron's way is Captain Picard, who is attempting to find out who is responsible for the poisoning death of K'Mpec: the volatile Gowron, or the even-more-volatile Duras? When the truth is revealed, with the aid of Klingon outcast Worf, Gowron ascends to the throne of power, to lead the Klingon Empire.
All does not go smoothly in Gowron's ascent to power, as the duras sisters bring a challenge to Gowron's Chancellorshipp. On the eve of his installation ceremony, Gowron is forced to request the support of Captain Picard; the Klingon Empire may be at the brink of civil war over the matter! Gowron also finds out that Worf's dishonor is a lie, conjured up by Duras, and supported by the High Council. When Duras' illegitimate son, Toral, is brought forward to challenge Gowron's succession, the civil was becomes a reality. Most of the Council backs Toral, but Gowron is supported by Worf and his brother, Kurn, as well as the squadrons allied with Kurn.
Gowron's first official act as Chancellor is to restore the honor to Worf's family name. The act is enough to gain him Worf's upport, but Picard decides that the U.S.S. Enterprise cannot become involved in the Klingon conflict. Gowron's forces manage to destroy the Duras supply bases, but the Duras factions are being secretly supplied by the Romulans. When the Federation steps in to block the Romulan trade, Gowron is able to put an end to the Duras-inspired civil war.
Years later, with Gowron firmly ensconced as leader of the Empire, a surprise challenger comes forward: the legendary Klingon Warrior Kahless the Unforgettable! After Gowron defeats Kahless in battle, Worf discovers that Kahless is a clone, created by his disciples on the sacred planet of Borath. Gowron decides to step to the side, still remaining on his seat as Chancellor of the High Council, but wisely allowing the revered "Kahless" to gain the ceremonial title of Klingon Emperor. Gowron still holds the reigns of political and military power, and will use them as he guides the Klingon Empire into the future.
