I've always thought The Red Sea Sharks was like big reunion. Tintin and Captain are meeting people they haven't seen for years through out the whole book. Some of them they really wish weren't around though.
All of the main characters are in the book...

4. Thompson
5. Thomson
6. Professor Calculus
7. Nestor

8. General Alcazar - He pops up on the fist page of the book.
9. Abdullah - To their horror they find that this bratty prince is staying with them at Marlinspike Hall.
10. Dawson - A crook that gave Tintin trouble in the beginning of the series returns 13 books later.
11. Senhor Oliveira - An old friend of Tintin's who helped out him Captain and Snowy in this book like he did in the past.
12. Mull Pasha - (A.K.A Muller or Dr. Smith) No one was happy to see this guy. He's suposed to still be in jail! 
13. Emir Ben Kalish - Abdullah's father who they go and visit.
14. Rastapopoulos - Perhaps the worst crook in the whole series is in this book trying to kill Tintin once again.
15. Bianca Castafiore - She was on the same cruise ship that Tintin, Captain, Skut and Snowy were rescued by.
16. Allan - You know what they say, 'where ever you find Rastapopoulos Allan can't be far behind!' Well, I say that.
17. Jolyon Wagg - Just when they finally get home to relax Jolyon shows up ruining their day.

Wow, I just realized that The Red Sea Sharks has tons of Tintin's old enemies in it! The worst of the worst too.
