If targeted Leaping is possible, (as proven in "The Leap Back", and the novel, "Foreknowledge"), then in order to retrieve Sam, take the person in the Waiting Room, and Leap him/her back into themselves. Since no two souls can occupy the same body at the same time, they should therefore trade places with Sam, bouncing him out, and Leaping him back to his own time in the Waiting Room.
