Deputy Director Sloan, ST: Deep Space Nine 'Inquisition'
A shadow intelligence agency that protects the Federation. They are bound by no laws, they have no one to answer to, and they are convinced that they are right.
During Captain James T. Kirk's first five year mission, he encountered a Starfleet ship with traces of tachyon particles, proof that the ship had been exposed to a cloaking field. His investigation in the death of the USS Sphinx crew raised more questions than it answered.
A rogue scientist with a militaristic view of how the Federation should deal with the Klingons & the Romulans, through force and new weapons. Section 31 was manipulating Doctor Kattaract and a team of scientists to discover the Omega particule, an unlimited source of power. Instead, the cloaked station they were on was destroyed, and two nearby Federation colonies were cut off from subspace communications.
Before the Dominion War, Captain Benjamin Sisko & Chief of Security Odo were called to Earth by Admiral Layton. For a short time, Sisko was responsible for Earth's security. While on Earth, Section 31 knowingly infected Odo with a disease that would infect the other Founders.
During Federation President Jaresh Inyo's term, Section 31 had an operative planted in his cabinet.
Section 31 Director Luther Sloan planted an operative aboard the USS Voyager before the ship was lost in the Delta Quadrant. Ensign Roberta Luke was supposed to help end the threat posed by the Maqui in the Badlands. However, after Voyager's crew became integrated, Luke decided to maintain a low profile. She decided that if Voyager returned to the Alpha Quadrant, then the Maqui on the ship would have to be dealt with. Then, Captain Kathryn Janeway entered into an agreement with the Borg against Species 8472. Part of this agreement brought Borg Drone Seven of Nine to Voyager. Ensign Luke wrote an incomplete program in one of the ship's gelpacks that would end the threat posed by Seven of Nine. Luke was killed by the Srivani on Stardate 51244.3.
When the Founders forced Odo to return to the Great Link in the Gamma Quadrant to be judged for killing another Founder, they too were infected by the disease engineered by Section 31.
Six months prior to the second Borg attack on Earth, the newly launched Enterprise-E became involved in a tangled web of intrigue, caused by Section 31 and the Tal Shiar of the Romulan Empire. In an effort to rid the Federation of Romulan spies, Section 31 agreed to give the Romulans a worthless sector of space between the two empires. The Tal Shiar had agreed to give Section 31 Operative Corey Zweller a list of their informants & spies. Aubin Tabor, another operative of Section 31, attempted to recruit Lieutenant Sean Hawk, to be their eyes and ears aboard the Enterprise. After Tabor's death, murdered by rebels on the only planet in the sector, Vice Admiral Marta Batanides promised that she would find a way to take Section 31 down.
Luther Sloan kidnapped Doctor Bashir in an attempt to convince him he was a spy for the Dominion. Using age-old techniques of subtle manipulation, lack of food & sleep, and modern holo-technology, Sloan played out an elaborate scenario in which Bahsir was accused of being a traitor, and then rescued by Weyoun, who was then attacked by the Defiant. When Bashir realized the deception, Sloan ended the simulation, and asked Bashir to join Section 31. But, Bashir refused.
During the Dominion War, Section 31 operatives entered into an agreement with the Son'a leader Ru'afu. There was an M-Class planet in the Briar Patch that had a metaphasic radiation, that would work as a fountain of youth for the Federation & the Son'a. Starfleet couldn't duplicate the Son'a technology, which made the partnership necessary. The planet was already inhabited, however, by the Ba'ku. Thanks to a malfunction suffered by Lieutenant Commander Data, Captain Jean-Luc Picard of the Enterprise discovered that Admiral Dougherty & Ru'afu planned to forcibly remove the Ba'ku from the planet in a holo-ship, which also had an illegal cloaking device. Picard and his crew defied their orders, and assited the Ba'ku in ending the Son'a threat. Admiral Dougherty was killed by Ru'afu. Section 31's involvement in the Briar Patch mission was never revealed.
At a conference being held on Romulus, Sloan used Bahsir to frame Senator Cretek for spying for the Federation, because she was a patriot to the Romulan Empire. Tal Shiar Chairman Koval was Cretak's replacement, and a mole for the Federation. Sloan faked his own death, and escaped Romulus. Bashir learned about Koval's status from Admiral William Ross, who was assisting Sloan during the conference.
In an effort to recruit a genetically engineered human with medical training, Section 31 sent a false message to the Dominion that the New Beijing colony was secretly developing a bio-weapon that would wipe out the Jem'Hadar. New Beijing was the home of Doctor Ethan Locken, a genetically enhanced pediatrician. After the colony was wiped out by the Dominion, Locken was recruited into Section 31.
On Stardate 52645.7, Doctor Bashir & Chief Miles O'Brien sent a false message to Starfleet Medical saying that they had discovered a cure for Odo's disease. This was an attempt to lure Sloan, or another member of Section 31, to the station, and get the real cure from them. Their bluff was successful and Sloan arrived on Deep Space Nine. When he learned of Bashir's deception, Sloan attempted suicide, but Bashir used a Romulan mind probe on him. Bashir & O'Brien entered Sloan's mind, which looked a lot like Deep Space Nine & the Defiant. There, they found Sloan in a cluttered office, and the cure for Odo's disease.
At the time of Sloan's death, Section 31 had several ongoing operations on Quo'nos.
To end the war with the Dominion, Odo cured the Female Founder of Section 31's disease. In exchange for her agreement to stand trial, Odo would return to the Great Link, to cure the other Founders.
Three months after the war with the Dominion ended, Bashir was visited by Cole, a Section 31 operative. Instead of taking a vacation with Ezri Dax to see Earth, Cole wanted Bashir to go to the Badlands, to stop a rogue agent from unleashing a new breed of Jem'Hadar soldier. Section 31 had sent Doctor Locken to Sindorin, where the Dominion had set up a Jem'hadar hatchery. The war ended before it could be brought online. Section 31 had hoped to discover how to have the Jem'Hadar follow their orders, instead of worshipping the Founders. Doctor Bashir, Lieutenant Ezri Dax, Militia Lieutenant Ro Laren, and Dominion Observer Taran'atar went to Sindorin, and successfully ended the threat Locken posed, but they were unable to collect any useful data to use against Section 31 before they were forced to leave.
After returning to Deep Space Nine, Bashir learned that Commander Elias Vaughn, DS9's First Officer, was one of a few members of Starfleet who quietly worked against Section 31. Part of this included using Section 31's holo-ship from the Ba'ku planet to save the Ingavi of Sindorin, and return them to their home planet.
