After 200,000 years, the Iconians have returned, and they have thrown the universe into chaos.

As the first steps for renewed exploration of the Gamma Quadrant are being taken, Starfleet Admiral Bill Ross has called for an emergency meeting of some of the best in Starfleet. Through the use of holo-communications, Admiral Ross tells the assembled commanders that the Iconians have returned, and reactivated their network of Gateways throughout the galaxy. Captain Solok of the USS T'Kumbra is to map the Gateways as best he can. Captains Mackenzie Calhoun and Elizabeth Shelby are ordered deep into the former Thallonian Empire. Captain Jean-Luc Picard and Commander Deanna Troi are to assist Admiral Ross in assembling a fleet representing the major powers of the Alpha and Beta Quadrants and confront the Iconians, to present a united front and get some answers. Colonel Kira Nerys and Commander Elias Vaughn are ordered to find the reason why there aren't any Gateways within ten light years of Bajor. Is it the Will of the Prophets, or something else even more important?

In the Delta Quadrant, a Malon freighter has found an active Gateway. After being damaged by a Hirogen hunting vessel, the Malon are forced to dump the antimatter waste they are carrying, or be destroyed. The Gateway presents them with an oppurtunity to save themselves, so they take it.

In the Alpha Quadrant, the human colony of Europa Nova is being bombarded with theta radiation. While Lieutenant Nog and Ensign Thirishar ch'Thane investigate the lack of Gateways, Colonel Kira and Commander Vaughn lead a fleet of Starfleet, Bajoran and civilian vessels to the colony for evacuation, leaving Lieutenant Ezri Dax in command of Deep Space Nine.

In the Farius system, Quark has entered into negotiations with the Iconians on behalf of the Orion Syndicate. But the Iconians have brought their own Ferengi representative, former weapons merchant Gaila. As the Ferengi cousins haggle over the ownership for the Gateways, more and more acts of war, terrorism and ignorance are being committed throughout the Alpha Quadrant.

As the evacuation of Europa Nova continues, Colonel Kira decides to end the antimatter waste at it's source. With Taran'atar onboard, Kira takes the Runabout Euphrates into the Gamma Quadrant and encounters the deadliest of enemies and must make the ultimate decision.
