Decades ago, the Cardassian Union began an expansion of their borders and occupying the planets of their less-advanced galactic neighbors. The planet of the Ingavi was conquered by the Cardassians, but a ship of refugees escaped to the Bandlands. The Cardassian expansion also resulted in the Occupation of Bajor.

Two years ago, Maqui rebel Ro Laren, with two other Maqui members, landed on Sindorin, an M-class world in the Badlands. All three rebels were caught in a mud slide, and Ro was the only survivor. She was rescued and taken care of by the Ingavi. They explained to her that they felt a spiritual connection to Sindorin, and could not leave. Ro promised to keep their existence a secret, since they feared being conquered again.

Months ago, the Dominion sent Vorta scientists to the planet of Sindorin. There, they established a Jem'Hadar hatchery, but the war ended before the hatchery could be brought online.

Shortly after the war, Section 31 found the hatchery, and sent Doctor Ethan Locken, formerly of New Beijing, and several other agents to Sindorin. Their mission was to change the DNA of the Jem'Hadar so that they would follow the orders of Section 31, and not the Founders of the Dominion.

Also, as the war ended, the Federation, the Romulan Star Empire and the Klingon Empire agreed to protect the Cardassian Union while the Cardassians attempted to rebuild their home planet. These protectorates are on the outer borders of the Cardassian Union, due to the destruction caused by the war, the Cardassians are unable to protect their own borders from other enemies, like the Breen.

Two weeks ago, Jake Sisko returned to Deep Space Nine from the ruins of B'hala on Bajor. He only spent a short time on the station before leaving for Earth.

Now...

After the stunning events following the discovery of the Avatar Prophecy, Doctor Julian Bashir is sent on a mission to the Badlands by Section 31. A rogue agent, who, like Bashir, is genetically enhanced, has taken over a Jem'Hadar hatchery. Using a new breed of soldier, he plans to destroy the less advanced races of the Alpha Quadrant, and form a New Federation, unified under his & Bashir's control. His first target is the Romulan protectorate in the Orias system.

While superving station activity, and monitoring the replacement of the lower core, Colonel Kira Nerys is forced to deal with her new status in Bajoran society. She learned from First Minister Shakaar Edon that none of her reports of the last few days had reached him as he toured Federation-member planets. As an outcast from a spiritual race, Kira must come to terms with the will of the Prophets, represented by the Vedek Assembly.

On Sindorin, Dominion Observer Taran'atar has a crisis of faith, as well. On Sindorin, he encounters weak Jem'Hadar. Is he the stronger due to the Founders, or are they weaker only because of faulty breeding at the hands of Doctor Ethan Locken? Is the will of the Founders reason enough to follow their orders? Are the Founders gods, or is he just a slave?

During a communication between Kasidy Yates on Bajor and Joseph Sisko on Earth, they both realize that Jake Sisko is missing. He told Kasidy that he was heading to Earth, but Joseph never got a communication from him.
