In-Line Roster
This roster is a guide, used to determine the line of command should it become necessary to pass authority without the command staff, down through the chains of the Discovery's command structure. The roster has been nicknamed the "in-line" roster, as most officers who have been listed are considered in-line officers at various levels. An in-line officer is simply one who has received specific training to operate as a command officer on the bridge and of the Discovery. In-line is also determined by position as well. In-line officers by position are as follows: Officers in Strategic Operations holding the positions of; Commanding Officer, Executive Officer, Second Officer, Chief CONN Officer, CONN Officers, and Chief of the Boat. Officers in Operations holding the positions of; Chief of Operations, Operations Officers, and Mission Operations Officers. Officers in Security and Tactical holding the positions of; Chief Security/Tactical Officer, and Tactical Officers. These three departments and corresponding positions are considered in-line by default. In the usual cases, any officer in these positions have received the minimum amount of bridge command training necessary to fulfill the role of acting commanding officer should it become necessary. In some cases, those officers in departments or positions that are not in-line, can still receive the training necessary to become in-line officers. In the list above the Chief Engineer, Chief of Science, and Marine Company Commander have all received the aforementioned training and are qualified to take command of the ship should those officers listed before them become unable to command for any reason. They are still listed on the roster after those officers who are default in-line officers, but are considered listed before those officers who are not department heads. This roster has not taken the time to list any in-line officers who are not department heads, except for the Master Chief Petty Officer of the Ship. The Chief of the Boat has been listed before the Chief Engineer and others by the request of Captain William Eastwood. As the Chief of the Boat, Chief O'Rourke is not only qualified to command the bridge, but is by definition of his position a leader of people. When the "in-line command chain" of any ship or department is involved and threatened, rank does not always determine an officer's authority. This roster was created to show this, as a guide. Once the names on this roster have been exhausted, command of the ship will be handed down by rank, being passed to the senior most officer, regardless of their position or training. However, this roster does not determine an officer's regular rank authority. So long as the command staff of the Discovery, mainly, Captain Eastwood and his successors, remains intact, every officer will retain their ranking authority within the proper limits. As a final note, this in-line roster can be superceded by the commanding officer at any time.
