This is a roster of the entire senior staff of the Discovery.  It contains every department head and member of the command staff.  These are the officers that would attend debriefings with the captain.  Under only one exception would a junior officer attend a debriefing, and that is by an order from the captain or executive officer.  Even if a department head is unable to attend for any reason, the junior officer next for department command must be ordered to attend by the captain or executive officer first.

In the case that the in-line command roster has been placed into effect, debriefings will be organized by whom ever is in command.  This still means that junior officers must be invited first by the commanding officer.
