Starfleet Strategic Operations

Overview:

The Strategic Operations department is responsible for the overall running of a starship or starbase. Strategic Operations includes all of the Starfleet Admiralty, and starship captains and executive officers. Strategic Operations is commonly referred to as the Command branch of Starfleet, but this is not entirely accurate. Strategic Operations officers are not only responsible for the overall command of vessels and instillations, but the overall running of the fleet, and important decisions of a strategic nature, including the planning of wars and other large scale operations.

Strategic Operations also includes the CONN Department on starships. CONN is responsible for all piloting and navigation on a day to day basis. CONN Officers are often times designated shuttle pilots, and licensed to ferry fighters and other small craft between ships and bases. It is important to note that the Starfleet Fighter Corps falls under Strategic Operations, and ultimately CONN. These officers have been specially trained in the operations of small one or two man fighter craft, and tactics.

Positions-

Command:

Commanding Officer (CO) - The Commanding Officer of a Federation Starship is usually at least a Commander in rank, with Captain by far the standard (No matter what the rank, the CO of a starship is referred to as "captain"). Only on smaller corvettes and police cutters will commanding officers be found of a lower rank. The Commanding Officer of a starship is the highest officer in rank, and responsible for the entire vessel and crew, and for carrying out the mission orders to the fullest extent possible. It is the CO's job to ensure that regulations are obeyed, and that the Federation and it's interests are properly represented. CO's of Captain's rank or higher also hold the equivalent rank of a Federation Special Representative, and are authorized to negotiate treaties, and other similar diplomatic duties. Starfleet CO's also have certain legal authorities in space. The Commanding Officer of the USS Discovery is Captain William C. Eastwood.

Executive Officer (XO) - The Executive Officer, or XO of a Federation starship is typically a Commander or Lieutenant Commander in rank, and second in command of the vessel. Sometimes this position is referred to as First Officer. If the Captain is not present or unable to perform their duties, the Executive Officer may assume command with all of the authority of a ship's Captain.  While the Captain is present, the XO handles many other tasks that require a command presence, but are not high priority or are too dangerous for a Captain to perform (organizing research teams, leading away team missions). The Executive Officer reviews all duty shifts and department reports before submission to the captain.  During a dangerous situation (hostile negotiations, etc...) the Captain and Executive Officer may not be at the same place at the same time. If one of them is planet side, one must remain on the ship. The Discovery's Executive Officer is Commander Sadena.

Second Officer (AXO) - The Second Officer is the third in command of a starship, and is often times the head of a department. Typically this requires a rank of Lieutenant or higher. If for any reason the XO is not present, unable to perform their duties, or is currently acting as Captain, the Second Officer assumes position as Executive Officer.  During normal operations, the Second Officer handles most personnel related tasks such as counseling, reprimands, settling conflict and disputes, and recognizing excellent performance. The Second Officer is also likely to lead away teams that are entering known hostile situations, or routine missions where interaction with other species is unlikely. The Discovery's Second Officer's position is filled by Lieutenant Commander N.V. Conyers, the Chief CONN Officer.

Chief of the Boat (CoB) - The senior-most Master Chief Petty Officer is designated by the Commanding Officer as the Chief of the Boat (for vessels) or Command Chief (for starbases). In addition to his or her departmental responsibilities, the COB/CC performs the following duties: serves as a liaison between the Commanding Officer (or Executive Officer) and the enlisted crewmen; ensures enlisted crews understand Command policies; advises the Commanding Officer and Executive Officer regarding enlisted morale, and evaluates the quality of noncommissioned officer leadership, management, and supervisory training. The COB/CC works with the other department heads, Chiefs, supervisors, and crewmen to insure discipline is equitably maintained, and the welfare, morale, and health needs of the enlisted personnel are met. The COB/CC is qualified to temporarily act as Commanding or Executive Officer if so ordered.

Yeoman - The Captain's Yeoman is for Petty Officers who wish to continue as administrators. It is technically a non-Mate position.

CONN:

Chief CONN Officer - The Chief CONN Officer is the head of the department, and often times the most experienced pilot and navigator on the starship. The Chief CONN Officer is responsible for the department as a whole, and it's overall efficiency and training. On a starship with fighters stationed aboard, the unit commander reports directly to the Chief CONN Officer. On the Discovery, Lieutenant Commander N.V. Conyers is the Chief CONN Officer and Second Officer.

(Besides CONN being a synonym for helm, it also indicates having command control of the ship.  In such cases, a CO may give the CONN to his XO, even though they are not literally at the helm.) 

CONN Officer - A CONN officer is a member of the CONN department, and is responsible for ensuring the safe pilotage and navigation of the starship. CONN officers are also shuttle pilots, and will normally pilot the small craft on missions where the transporter is not used. 

Fighter Pilots are also CONN Officers specially trained in fighter operations and tactics. Fighter pilots typically wear a silver colored set of rank pips on their uniforms to distinguish them. While actually in their craft, Fighter Pilots wear the Starfleet issue flight suit.
