Located in San Francisco on Earth, Starfleet Headquarters is instrumental in the creation of policy dealing with exploration and defense of the final frontier. This facility holds the massive operations and planning building, the barracks of the Starfleet Academy, Starfleet Academy itself, the Federation Council Chambers, and the offices of the Chief of Starfleet Operations.
