I did a quick trip from Dubai to Sultan Qaboos University on a Wednesday evening, and at approximately 09:30 hrs on Thursday morning four vehicles left the campus en route to high destination.

The route up the mountain is part of military property and a special pass is required. Only 4x4 vehicles are allowed.
Some of the inclines are steep with loose gravel, and is basically a graded track with some interesting hairpins. Work is being done on the track and within a year I believe this will be a sealed (blacktop) road.
Above: Dust is a major problem and headlights are required to warn oncoming traffic.
