Two hundred and fourteen years ago, the Klingon Empire conquered the al'Hmatti. Though the icy world was inhospitable to Klingons, they were motivated to take control of it's rich topaline deposits. The al'Hmatti became a conquered people within the empire and their planet was renamed taD.
During the Klingon - Cardassian conflict, Defense Force ships and warriors were spread thin throughout the empire. al'Hmatti rebels were able to overthrow their Klingon overseers and declared their independance from the empire. They immediately contacted the United Federation of Planets, asking for assistance and possible membership. Though a preliminary investigation was begun, the Klingons became allies with the Federation again after the Cardassians joined the Dominion, taD was reconquered, and the al'Hmatti matter was dropped.
Now that the Dominion War is over, the Federation is sending Worf, son of Mogh, the new ambassador to the Klingon Empire, to investigate the al'Hmatti requests despite their status as a conquered world. Rebel activity on taD has increased, and the Klingon governor has been targetted.
As Ambassador Worf and Captain Klag of the IKS Gorkon meet with Chancellor Martok, it becomes clear how difficult Worf's first mission as a diplomat will be. He must find a way to solve the rebellion on taD that will satisfy the Federation without making the Klingon Empire appear weakened by the war.
