Joseph was born on Earth in New York City, the son of a Starfleet Officer and diplomat. Well traveled of both Earth and the rest of the known universe, Joseph considers himself the foremost authority on 20th and 21st century history. He is well studied and proud of his Irish heritage, but never forgets his place.

Joseph has been just about everywhere, from DS9, to Vulcan, the Klingon home world and the Romulan home world, just for starts. He knows the languages of most the Federation. In addition, he has an expertise in all known martial arts, including Klingon and Jem'Hadar fighting skills. To add to his ascetic outside personality, Joseph has the legendary "Irish temper" to the extreme.

His education includes degrees in English(Trinity University), Criminal Justice (Harvard), Forensics (Vulcan Science Academy), and Psychology (University of Berlin). He is a graduate of Starfleet Academy, graduating top of his class. He was in the Command track at the Academy, but took training in all branches to balance himself. In addition to all of this education, he also spent some time on Romulus learning philosophy from the great Spock, and was honored to participate in multiple mind melds with the legend, the technique he is proud to state he has the ability to use, unlike other humans.

He is a sucker for red haired women, and had a short dating stint with Dr. Beverly Crusher. He enjoys nearly any food he encounters, except a few, which he has never revealed. He is an avid chess player, as well as poker and other strategy games. He holds himself to a point of near Vulcan arrogance, but knows his limits. He drinks with the best, and is rumored to have bested Ambassador Worf in a drinking contest. His friends are few, but well chosen. His enemies are even fewer, as enemies generally don't last long enough to know they have angered him. It is rumored that he was offered a position in Section 31, but refused it, saying it was against his morals.

Joseph's service record is short in the terms of career length, yet long in accomplishments. He started his career in Starfleet in the Intelligence branch, working as an agent. He has been to multiple planets while he worked for SFI, and did make a few enemies. The high ranking Romulan scientist T'Sart is perhaps one of his greatest nemesis. He has encountered the foe on multiple occasions, including twice while aboard the USS Washington.

He survived the Dominion War and because of that,like all others, was awarded the Federation Soul. In addition, during the Dominion War he was awarded the Federation Cross, reason for it is deemed classified. His service in the fleet has been noted by many, and he is friends with many of the high ranking brass thanks to his father, Vice Admiral Carroll.

His service in ID Fleet has been cleared for viewing. Joseph was brought aboard the USS Washington as an ensign, and he quickly rose through the ranks. He held multiple positions on the Washington, including Asst. Science Officer and Intelligence Officer. He left the Washington with the rank of Lt. Commander and was promoted to the rank of Commander when he was transferred to the USS Goliad.

Aboard the Goliad, which was originally named the Chesapeake, Joseph was the ship's Executive Officer (XO). He served with distinction aboard the ship, and was offered his ship on multiple occasions during his service. While aboard the Goliad, the ship was attacked by the Borg. Joseph was eventually captured by the Collective, but they were unable to assimilate him due to his genetic background. It was at this time that at least part of his past was brought to light.

Joseph has many enhancements made to his body,all of which were made by order of Starfleet. His mental abilities were increased 10 fold, making him one of the most gifted humans ever. His mental abilities are so powerful, that he has limited telepathic abilities, known currently to only be by physical contact. In addition, he has remarkable healing abilities, being able to regenerate much like the Borg do. His blood is also filled with nanites designed by the Doctor from USS Voyager that are meant to repel other nanites, making him virtually impossible to assimilate.

Joseph left the Goliad 6 months ago on a leave of absence, and during that time, his whereabouts are unknown to all but him. It is believed that he went to Romulus to visit his Vulcan teacher Spock, and that he may have also been to the edges of Federation space. It is known that he was aboard the USS Enterprise for two days, and that at that time he reported he had been to Cardassia Prime. How much of that is true is yet known.

Upon his return, he was ordered by Starfleet to assume the position of Chief Ops Officer aboard the USS Liberty.
