Shelby is a seemingly tough teen, who is auctally covering a world of hurt. After being abused by her stepdad, she spent a year on the streets, turning to prostitution and drugs when her natural father couldn't help her, she made a deal with the athorities to attend Horizon, rather than Juvenile Hall.
