There's a new series starting tonight on UPN, a new entertainment special on Fox, and other offerings across the dial tonight. Even so, the two best hours of TV tonight arefrom 9-11 p.m., when NBC presents a repeat of "The West Wing" and ABC shows a new installment of "Once and Again."
