Brynn Thayer - Colonel Rebecca Hodges
Colonel Rebecca Hodges is the brains behind the Sea Dragons team. It was her idea to create a unit of military specialists, smaller than the usual team, which would be able to respond quickly and discreetly to any emergencies. Many senior brass did not approve of the idea and Hodges has had to stick her neck out to get the go ahead for this team. A grandmother herself, Hodges is a friend of Bill Kelly's and respects him but has also felt it necessary to remind him that he should take his reponsibilities as a father as seriously as he does those as a commanding officer.

Kristanna Loken - Janine Kelly
Janine Kelly is Bill Kelly's only child, a nineteen year old who, after years of being estranged from her father, has learned to take care of herself. Janine works in a beachside bar, the Tailwind, but circumstances have forced her to move back on with her father. She is still bitter towards him for being a lousy father when she was growing up, but the two are beginning to patch up their differences. One spanner in the works is Janine's turbulent relationship with Bobby Griffin. Kelly accuses her of going out with Bobby just to annoy him. Janine would like to study at Florida State University.
