Our episode opens with Sam, a young boy with a special ability to make things disappear and reappear, being shown as an outcast from other kids at a playground. When walking away, he sees Cindy Sunshine sitting alone, and she appears to be talking to her. She wants to be his friend, but only if he helps her with something. She even offers help from her other "friend", Bugglesworth. In reality, Mora is talking through the doll via some special device, and Bugglesworth is a criminal she created.
The rangers hang around the SPD Headquarters when Bridge realizes that they all have special powers, and that only they are SPD Rangers. He wonders if there is a connection. Also, Z wonders how they even got the powers. Their discussion is cut short when Bugglesworth attacks the city in his zord. The rangers take their zords to the scene, and suddenly, Bugglesworth makes a building disappear! Before the rangers can stop him, he disappears, and Z sees that the little boy, Sam, had some connection to him during the battle. She races down to him, but he is gone.
Back at headquarters, all but Z report to Commander Cruger on what happened. Meanwhile, Z is looking for Sam, and finds him being tormented by the playground children. Her presence, however, makes them scared as they scatter about. She tries to befriend him, but Krybots attack. She finds out his special ability during the attack, but before she can talk to him, he runs away. She is contacted by Sky--they found the missing building! She meets up with them, and they see the building laying out near the sea, out of the town. They enter it, and it is empty, except for a few dolls. Bridge's psychic powers help discover that Bugglesworth is the cause of them becoming dolls. In fact, he collects the dolls for Mora to play with.
Later, at conference in SPD Headquarters, the rangers don't believe Z when she tells them that Sam was controlling the robot earlier. Their meeting is cut short when the robot attacks again. This time, the rangers form the Delta Squad Megazord and fight back. During the battle, Z sees Sam and exits her zord. She chases him, but once again, he is gone.
Later, she sees him talking to Cindy Sunshine. Z shoots her, and starts talking to Sam. She tried to befriend him, but he becomes scared when the other SPD Rangers race over to her and he runs away.
Later, Bridge senses that Sam is at the junkyard. Z wants to go alone, but Cruger orders Jack to go with her. Kat tests the dolls and investigates. She finds out that they are human, and everyone at the building were turned into dolls and collected by someone. However, for people with twins, one twin was left behind. Meanwhile, Mora is crying over Cindy being damaged. She annoys Gruumm and Broodwing's meeting greatly by crying after Gruumm threatens to "turn her back into what she was when he found her". In order to appease her, he gives her an orange spiked ball.
At the junkyard, Z and Jack both talk to Sam about his powers, and how to use them for good, not evil. Bugglesworth, with Cindy, interrupts the meeting. Sam goes over to Bugglesworth, but Z and Jack try to convince him not to--Sam is confused. Bugglesworth throws the same spiked ball that Mora had and it transforms into Orange Head--a more powerful version of the Blue Head. He proves to be a worthy opponent when he nearly defeats the two in battle.
