Princess Diana's brother, Earl Spencer (known as Viscount Althorp before inheriting his father's title in March), 28, and his wife, ex-model Victoria Lockwood, 27, had twin daughters in London on July 10. The babies, delivered a month prematurely by cesarean section, were named Eliza (4 lbs. 15 ozs.) and Katya (5 lbs. 4 ozs.). The couple already have an 18-month-old daughter, Kitty.
