Billy is the original Blue Ranger. He was chosen by Zordon to control the Blue Ranger's powers, and the Triceratops Dinozord because of his high intelligence and patients. Billy did not transfer his powers to anyone, he remained the Blue Ranger until the Zeo Saga. Billy did not go on a quest to retrieve a Zeo Crystal shard. Tanya presented Billy with the shard that Aisha had given her, but Billy relinquished the Zeo Crystal shard to Tanya, stating that he may be of more value to the team if he remained in the Command Center. Tanya could now become the Yellow Zeo Ranger.
