CLASH OF CONCEPTIONS

An important conlusion of the first days of 1998 that the extraordinarily serious problems which characterised the end of 1997 are related to an internal clash of two conceptions, a radicalist and a consolidated one. For example, it can be thought that the present and controlled financial crisis; nevertheless, other problems of Asian nations are also related to an expected radical change whose effects have to be counterbalanced.

Usually, operators, representatives of health and police organizations, experts of traffic control and others force an early and official publishing of this system which is also a source of serial internal conflicts at this defence agency. Manytimes experimental persons and other external personalities are targets of these clashes.

As it is known , considering the huge capacities and a high sophistication of this satellite system, it can be said, that the best experts should assist problematic cases for years because a "frontal" publishing of this system or a too sharp positive change of statistics would also generate extraordinarily serious international conflicts.

However, by a basic mathematics it can be calculated that the official and "frontal" publishing of this development would have a much larger number of victims than the presently employed consolidated style in the publishing of it.
