Rules and Race Procedures
MISSION STATEMENT:
Provide an exciting, entertaining and enjoyable nostalgia racing experience for racetracks, fans, sponsors and racers in a cost effective manner while upholding safety and consistent rules application as a priority.
General Regulations
A. All participants, crews, drivers, spectators, and officials shall adhere to the NHRA Championship Rulebook. The NHRA Rulebook shall be the foundation for all competition in the Outlaw Fuel Altered Association (OFAA) unless otherwise stated in this rules supplement.
B. Prime responsibility for the safe condition and operation of a vehicle in competition rests with the vehicle owner, driver, and crewmembers. Close observance of the standards set forth in this rules supplement and the NHRA Rulebook is required for all participants, including owners, drivers, and crewmembers. However, drag racing is dangerous. Therefore, no express or implied warranty of safety is created from publication of, or compliance with OFAA Rules Supplement or NHRA rules, nor does compliance with either guarantee against injury or death to participants.
C. Drag racing is a dangerous sport. There is no such thing as a guaranteed safe drag race. Drag racing always carries with it the risk of serious injury or death in any number of ways. This risk will always exist no matter how much everyone connected with drag racing tries to make our sport safer. Although NHRA works to promote and enhance the safety of the sport, there are no guarantees that such safety measures will guarantee or ensure safety. The participant always has the responsibility for the participant’s own safety, and by participating in drag racing, the participant accepts all risks of injury, whether due to negligence, vehicle failure, or otherwise. If at any time a participant does not accept these risks, the participant agrees not to participate in drag racing.
D. The NHRA Rulebook and OFAA Rules Supplement provide guidelines and minimum standards for the construction and operation of vehicles used in OFAA, NHRA Drag Racing and at member-track events. Additional safety equipment or safety-enhancing equipment is always permitted and the levels of safety equipment stated in the NHRA Rulebook and OFAA Rules Supplement are minimum prescribed levels and do not prohibit the individual racer from using additional safety equipment. Participants are encouraged to investigate the utility of additional safety devices.
E. It is the responsibility of the participant, not OFAA, or NHRA or its member tracks, to ensure that all safety equipment is approved and is correctly installed, worn and maintained. It is the responsibility of the participant to ensure participant’s race vehicle meets or exceeds the safety equipment requirements set forth in the OFAA Rules Supplement and the NHRA Rulebook prior to, during and throughout event. OFAA will not be held responsible for damages resulting from participant or vehicle disqualification due to inability to pass technical inspection. NHRA member track technical officials hold ultimate authority in technical inspection approval or denial. OFAA does not have the authority to override member track technical officials.
F. The participant agrees that by entering and participating in an event, the participant has had the opportunity to inspect the event site and acknowledges that the event site is safe and suitable for racing. The participant agrees that he or she will not participate in the event if he or she does not believe that the event site is safe and suitable for racing. The participant further agrees that by entering and participating in an event, the participant has had the opportunity to ascertain the staff and equipment on hand, including without limitation number and location of personnel and number and type of rescue equipment, and acknowledges that the staff and equipment are adequate and suitable for racing. The participant agrees that he or she will not participate in the event if he or she does not believe that the staff and equipment are safe and suitable for racing. The participant also acknowledges that by participating in the event, the participant may suffer bodily injury or death or loss or damage to property. The participant further acknowledges that the participant has voluntarily assumed the risk of bodily injury or death.
G. Participants hereby grant OFAA and its assignees (a) full and unconditional permission to make still or motion pictures and any other type(s) of audio or visual recordings of their and their vehicle’s participation in the event and their activities at the site of the event before, during, and after the event and reasonably related to the event; and (b) the exclusive, worldwide and perpetual rights to use the same, together with their names, likeness, and biographies of participants, and the names, likeness, and date of, or relating to, their entered vehicles for publicity, advertising, exhibition or exploitation, whether or not for profit, in print, audio, video, and other communications media by reproduction and sale or other distribution by any and all means
Requirements & Specifications
A. Credentials: Valid NHRA competition license, minimum being Advanced E.T., mandatory as outlined in NHRA Rulebook.
B. Vehicle, driver and crew shall comply with NHRA Rulebook, Section 4B-ADVANCED E.T. 3.66 to 4.49 seconds, at all times.
C. 135” maximum wheel base, center steer, funny car type chassis with pre-1948 body. Four wheel disc brakes recommended.
D. All chassis must have current certification.
E. Roots-type supercharger mandatory, maximum size 14/71. Blower bag and restraints required. Maximum overdrive 35% on 426 style Hemi engine with 14/71 blower. No limit on other engine or blower combinations. No screw type superchargers or nitrous oxide injection. Turbocharger permitted on diesel powered engines. Belt guard required if oil or fuel lines pass by blower belt.
F. Transmission: any automotive or after market with transmission shield meeting SFI spec 4.1. Clutch cars maximum 3-discs. No lock-up devices allowed.
G. Fuel Pump: one fuel pump (single rotor or gear), maximum fuel line diameter 1 ½ inches. Beginning in 2012, only one fuel pump physically allowed on the car.
H. Ignition: single mag (any type) Beginning in 2012, only one mag physically allowed on the car.
I. Engine diaper required.
J. On board fire system required. Fire extinguisher required in tow vehicle.
K. Certified, up to date seat belts required. Hans style device highly recommended.
L. Front wing overhang: Not to exceed 50" measured from the front spindle. No makeshift extensions allowed.
M. Decals: All cars must have OFAA decals plus any participating series sponsors decals on both sides.
N. Matching crew/team uniforms/shirts shall be worn at all times while in the staging lanes, in the starting area and while on the racing surface.
O. Conduct: All participants are to behave in a professional and respectful manner. No behavior that could be detrimental to the OFAA mission statement or the good public image of the OFAA or the NHRA will be tolerated. No behavior that does not further the goal of family oriented entertainment or is detrimental to the member track, sponsors, other racers, fans etc will be allowed. OFAA reserves the right to expel members that violate this standard of conduct.
P. At all OFAA events the participant is bound by and shall abide by the decisions of the event director, the event directors designee(s) and other NHRA/OFAA or other member track officials. All decisions made by the above noted officials are deemed final.
Membership & Entry Fees
A. Membership is required prior to participating in any OFAA event. Membership shall cover a calendar year. The OFAA Membership fee is $150.00. A portion of this $150.00 goes to Chris Graves for annual website fees, maintenance, race reporting, photography, public relations work and your team profile page, which you can keep updated through Chris anytime you need to make changes (email him at: fuelcarfan@yahoo.com).
B. Entry Fees: Free car & driver + 5 crew.
C. New Members must pay dues 30 days before their first event.
D. Friday parking at no charge if track is available.
Competition & Format
A. Events may be either “Outlaw Style” or “Elimination Ladder” format, ten or twelve car fields. All events are 1/8th mile.
B. All shows are sold as 10 car guaranteed. If less than 10 show it will cause a reduction in the event payout.
C. Four tenths Pro Tree, deep staging permitted, courtesy staging not mandatory but strongly encouraged. Auto start to be utilized at all tracks that offer it
D. It is the participant’s responsibility to get to the lanes in a timely manner when called.
E. We “Request” 90 minutes between rounds and 60 minutes for the final. This is from the FIRST pair down the track not the last! If your car requires extra between round maintenance, you should be in line early. The track has the final call!
F. All teams are expected to fire, burnout, and stage in a synchronized manner.
G. It is required by all teams and drivers to inspect burnout area, starting line, finish line and shutdown area before each race. If any of these conditions are unacceptable to teams or drivers, do NOT participate in this event!
H. Make sure your tow truck is moved into a position not blocking the next pair of cars. Turn off air conditioner and headlights, stay out of the water, and proceed quickly and safely to pick up your car, taking the first turnoff to get off the track as soon as possible.
I. When you complete your run, be sure to drive as far up the return road as you can to give the next pair of cars plenty of room. Remain in a safe place at the top end until the next two cars have safely stopped and need no assistance.
J. If there is a red light start in qualifying, the E.T. is still valid; however, crossing the centerline or hitting a track marker or hitting the guard rail before the finish line, will result in no E.T. or points for that run.
K. Cars must be numbered visibly to the track tower.
L. The OFAA rules allow for a wide variety of engine and drive train combinations with minimal restrictions. In order to maintain as level a playing field as possible, control costs, and protect the longevity of the circuit, a corrected qualifying rule is in effect. If a qualifying car goes under a 4.00 elapsed time, the margin of time under four seconds will be reversed in the final qualifying order. For example, a 3.93 is seven hundredths under a 4.00, so seven hundredths will be added to a 4.00, so the corrected qualifying time will be a 4.07. We will use the E.T. closest to a 4.00, corrected or not. This rule is for qualifying only. Points will not be awarded for a 3 second qualifying run. All qualifying bonuses will be awarded based on the final qualifying order after any necessary corrections.
M. Elimination rounds will be limited to a minimum E.T. of 3.80. Any car that goes under 3.80 in eliminations will lose the round and receive “lost” round points and money. If both cars run under 3.80 the closest car to 3.80 is the winner and gets winner points.
OUTLAW 12 CAR FORMAT
A. Two rounds of qualifying unless otherwise noted prior to event.
B. Make an attempt to alternate lanes-not mandatory. No singles.
C. The top 12 qualified cars, based on the 4.00 format, will draw numbered chips for pairing and lane choice. 1 runs 1, 2 runs 2, etc. Red chip right lane, blue chip left lane. Alternates will be inserted to replace any broke cars. The two quickest winners that do not go under 3.80 will come back to run the final.
D. Any qualified car that fails to make both qualifying runs will be paid 75% of the normal payout. This will not affect the non-qualified cars payout. To be considered a “run” for money or points, the car must cross the starting line at least once under it’s own power.
POINTS & PAYOUT
A. Points can be awarded to driver or car. Points will be automatically awarded to the driver, unless we are notified before the first event of each season. After the first race, this cannot be changed.
B. The points will be earned the following way:
10 points to show up
5 points per round of qualifying (4.00 and up)
1 point per qualifying position 1-10 (ex. 1=10 points, 2=9 points, 3=8 points, etc.)
5 points to elimination round loser
10 points to elimination round winner
2 points to best reaction time in eliminations
C. Zero points for qualifying runs under 4.00.
D. Zero points for qualifying runs crossing the center line, hitting a track marker, or guard rail. If any of these occur in eliminations, you are disqualified but do get loser points. In eliminations, if you go under 3.80, you lose round but get lost round points. If both run under 3.80 the closest to 3.80 wins and gets winner points.
E. If there is a tie in year end points, it reverts back to round wins, then event wins, then trips to the finals.
F. Drop a Race Rule: The first race you miss will be considered your dropped race. In the event you do not miss a race, the lowest points race will be dropped.
G. Rain out Policy: If an event is canceled for rain or other natural causes, there will be no payout but there will be show up points for those in attendance at the time of cancellation. It will not be counted as a drop.
H. Twelve (12) Car Payout:
Winner - $1200.00
Runner-up - $1000.00
1st round winners - $600.00
1st round losers - $400.00
First alternate - $250.00
I. Any qualified car that fails to make both qualifying runs will be paid 75% of the normal payout. This will not affect the non-qualified cars payout. To be considered a “run” for money or points, the car must cross the starting line at least once under it’s own power.
J. Any qualified car that “chooses” to set out a qualifying run, will be paid 50% of normal payout.
K. All qualifying bonuses will be awarded based on the final qualifying order after any necessary corrections.
