Seina Katsuka by Lane Montoya.
After viewing Lane's site, I was more impressed with the picture. She's also a fan of Nerima Daikon Brothers and Pani Poni Dash! like I am. :) This is a great job on the character, although I'ts a bit hard to see the sweatdrop on her cheek.
