Ok, so there's this secret government building with an electricity problem. Deep in the bowels of the building are nuclear warheads. So, the government hires some independant contractors to fix the power problem quickly and quietly. Little do the contractors know that the Carnosaurs are there. The group of contractors go in the building and discover the problem. It seems that a bunch of important wires have been chewed up. They also discover something else. There's a bunch of blood and body parts. If you recall from the first Carnosaur movie, Carnosaurs prefer mauling people to eating them. So the contractors start to suspect that something may be wrong. Could it be the Carnosaurs? When they find a kid in shock who recovers rather quickly, their concerns are validated. Of course, the writers of this film would never use the word validated, but who's counting?
Anywho, the contractors are methodically killed off one by one, using scenes ripped right out of Alien movies and Jurassic Park. Watch out for the Carnosaur in the helicoptor! Too late! Now it's down to the kid and Some Other Guy. They have to get out before the building blows up. I'm not sure how or why this will happen, but it's inevitable. Things just have to blow up. Well, they're on their way out, avoiding Carnosaurs, when Some Other Guy falls several stories and lands on a mattress. The kid gets out of the building to find a rescue helicoptor waiting. He tells them that there's another guy inside, and they need to help him. Naturally, the rescue crew says they should just leave him there, since it'll take so long. The kid goes back, anyway (without any of the able rescue guys) and rescues Some Other Guy. Everyone's amazed, of course, and, look! There's another Carnosaur! Now, I guess, it's personal. The kid gets into a big forklift and goes up against the Carnosaur. There's a long and boring fight sequence, and the kid wins. He gets into the rescue chopper and they leave. You know the guy on Mad TV who plays Stuart? He's flying it. Oh, and the facility finally blows up.
