Rotan was a prominent member of the merchant's guild who tried to have Aspien imprisoned on criminal charges. A supporter of Cykres, Rotan eventually got the disgrace he deserved when the meeting to overthrow the government of Tharbad was disrupted by the Heroes and their incited mob of pirates from the Broken Oar.
