This Hobbit's reputation precedes him. The identity of the great Samwise, Mayor of the Shire, is no secret. The creation of J.R.R. Tolkien, and not the GameMaster, Sam is mentioned here only because of his involvement with the Heroes, allowing them free passage into the Shire and stay at his home, while sparking trade with the city of Fornost in the early Fourth Age.
