{NOTE: With a potential break-down of the social system, the established national, state and regional boudaries may become factioned into numerous divided communities, territories, tribes, etc., who will be vulnerable in the event of an invasion of outside military forces intent on taking advantage of "divide and conquer" agendas. This paper offers ONE possible solution to re-establish order out of chaos so that Americans or those of other nationalities may be able to cooperate on an equal yet sovereign basis. I've included more expansive ideas within the Articles of the Foundation in the event that the need for cooperation and mutual defense becomes necessary on a much larger scale than regional community defense}:


THE FOUNDATION DIRECTIVES
(Blueprint for a new economic order)

I - The Declaration of Independence of the American Union, including the right to succession, shall be honored among all Foundation Protectorates.

II - The Constitution of the American Union, save for those amendments authorizing non-representative and singular executive power, shall be honored.

III - The Bill of Rights of the American Union, that is the first ten constitutional amendments exclusively, shall become and remain Foundation law.

IV - Presidential, Executive, Military, Industrial and Financial levels of government shall be replaced by an exclusively representative Congressional council that will not be subject to security level classification, appointment, veto, executive order, nor to favoritism or pressure from any of the above named institutions of any member sovereignty.

V - Centralized eco-political power which threatens localized sovereignty: including capitalism, communism, fasocialism or any other form of ecopolitical collectivism which endangers local economic and therefore political independence; is to be replaced by elected representatives of a Union of Sovereign republics and regional governments, who as a united body shall ratify by majority vote all specifics within the parameters of the Foundation directives involving the coordination of the mutual defense of all eco-political-electronic boundaries of the Foundation protectorates. The representatives serving on the Foundation Council shall be supported by their native sovereignties. The Foundation Council shall never have the power to impose taxation within or without its domain, for the Foundation is to serve in the capacity of a federation, not a government.

VI - With the awareness that there can be no realistic separation of economy and state, all efforts of the Foundation should involve the maintenance of ecopolitical decentralization in favor of the strong, reliant, and vital communities resulting from ecopolitical independence. Sovereignties that become dependent on loans from outside economies, or allow internal corporations to expand beyond their borders and therefore exploit foreign labor while denying local workers, shall in the eyes of the council be guilty of ecopolitical treason, and shall be probated or expelled from membership until such monopolies are exiled. A true sovereignty shall be no less than 66% self-reliant, and must export and import no more than 1/3 of any of its resources, including trade between other Foundation sovereignties, in order to maintain economic independence and non-intervention. Each sovereignty must claim at least a 66% closed economy in order to maintain sovereignty status on the Foundation council. Emphasis shall be placed on the trade of self-replicating resources rather than perpetual dependence on foreign production. As an exception, the government of each established sovereignty shall however, in keeping with Foundation membership regulations, be allowed to coordinate the contracting of full unrestricted import and export of any particular product for exactly one year, after which the contract shall be annulled until exactly seven years following the termination of the trade contract, at which time a new one year trade contract for that product may be established. The Foundation shall not enforce patent, copyright, trademark, or domain laws between sovereign boundaries. The records of all inter-border trade contracts must be made available to the Congressional Council of the Foundation upon request. This is to ensure both economic accessibility and independence.

VII - Each member sovereignty, regardless of size, shall contribute 3 elected representatives. In addition to this, an arbitrator, a chairman, and a speaker shall be voted in by the Foundation Council on an annual basis, and shall serve in such capacity for no more than 3 non or consecutive years. These shall coordinate the establishment of committees for the purpose of organizing the mutual defense of the ecopolitical boundaries of all member sovereignties. Aside from this, the arbitrator alone shall receive singular power, and that only in the event of a divided vote within the Council. Arbitrator, speaker, and chairman shall be selected by Congressional majority vote exclusively. Political “parties” shall not be established, rather all potential Councilmen shall be qualified for office by petition signed by 1200 citizens or 1 percent of the registered voters of an active sovereignty. All further laws shall be passed by 2/3 Congressional majority vote and repealed by 1/3 vote, with the Arbitrator making the final decision in the event of an exact 2/3 vs. 1/3 vote.
