Mersaim is an island
located west of Baldiared. It is composed
of several baronial territories
(elven) as well as Fae lands, orc, goblin, dwarven and dragon realms. There
is also a "dark" region of Mersaim where creatures such as werewolves and
vampires dwell. Mersaim has a huge prison island where the most dangerous
criminals of all races are sent.
The 'capital' of Mersaim is A'Veranna. It is less a capital in the modern sense but rather a 'main city' with a National Council.
In ancient times, after the racial wars scavenged the lands and pacts and alliances had begun to form, the elders of several tribes met to discuss a lasting peace. Thus the National Council was born. At first, it lived up to its dream of being the munificent ruling body of all of Mersaim, but soon political infighting, bribery and corruption of every sort became the norm.
Soon, territories rose
up against the National Council and the Elders were either killed outright
or fled in fear of their lives. A'Veranna became a dangerous place. The underworld
elements
became bolder and bolder. Without the ruling council, the Garrisons had no
authority and
eventually were overpowered.
As civil wars threatened
to break out, the Elders of the races once again met to attempt to
save the peace. They once more formed a National Council, but this time it
was to have
limited power and be comprised of men who have been proven to be honest. The
new
National council had power to intervene only in matters between two regions
or tribes, but
could not involve themselves in the internal workings of tribes.
In the beginning, this
new National Council was very unpopular. People waited for the
corruption
and political fighting to start again, but found soon enough that this new
council
was far different from its predecessor.
This solution has worked
well, and the National Council became a very effective ruling body.
Soon enough, a leader was called for to guide the Council, and a King was
crowned.
Today, the King and the National Council work together to maintain the peace and serenity of the land. A'Veranna, while it does have its political underbelly, is hardly distinguishable from any other large town.
