For information this is the email response I received from GSCNC about purchasing the windbreakers without job confirmation:

"Thanks for the email. This activity works differently than any other Girl Scout activity. We may not get our assignment until shortly before the Inaugural. My guess is that this year they are really going to be behind schedule. So we have to go ahead with the distribution of jackets. So bottom line is that you order them faith. Last inaugural it all worked out -- but we make no promises and really can't make any promises until January 20th. We aren't in charge of this one!"
