        3.    Prior to distribution to personnel, each Division officer shall boldly scratch on the back of each button (using an instrument such as a pin point) an individual BILLET NUMBER.  In this way the rightful ownership of stray buttons may be readily established.

        4.    Each enlisted man (including all petty officers except Chief Petty Officers), while aboard ship and in uniform, is required to display this badge.

        5.    Men shall be cautioned by Division Officers, against taking these badges with them on liberty, when transferred to a hospital, or to another ship or station.  The loss of buttons will quickly destroy the system, especially since they are irreplaceable.  Disciplinary action will be taken against men whose badges are lost.

        6.    Badges shall be worn at the center of the top of the jumper pocket on blues and whites and shirt pocket of dungarees.  Should the uniform be undershirts, badges shall be worn at the center of the top of the right hand trousers pocket.  When performing such duty that the button interferes with the duty assigned, a man may make such change of location as is sensibly necessary.

        7.    These badges will quickly identify men as to departments, divisions and watch sections and will be of the greatest value to officers and men alike.  Suggestions regarding their use are invited.  Pinning the button on a pillow or blanket will identify the holder for watch purposes when calling a section.
