Gunsmith and local store owner Rally Vincent is technicaly a civilian but she has, on many occations, volenteered to aid in military operations. Her skill with hand held weapons is almost unmatched by any personelle on board the Tanis. She has since volenteered to learn to pilot the Serpent Custom mecha.
Jessica is a childhood friend and Co-owner of Rally's store "Gunsmith Cats". They met when they were growing up in the wild west on Rifts Earth. They were both taken on by UN Spacy as technical advisors in exchange for some inportant information that UN Spacy needed.
