Now the largest of all the FEMA Hardsites, the Red City is an isolationist community that has relegated themselves to living below the surface.
  In the beginning, when the Coming of the Rifts occured, the upper levels were torn apart by the earthshakes, the tornadoes, and monsters that spewed forth from the tears in space and time.  Thier vehicle and armor storages destroyed, the facility mostly unfinished, the survivors turned to the only thing they could think of, expanding downward and outward, and abandoning the surface for nearly two hundred years. They used the earth moving, construction, and mining equipment, along with the technical expertise of the construction workers and surviving miliatary soldiers, to expand their crippled facility.
  THE RED CITY
    Entrances-The only surface enterances are miles apart, heavily guarded by hired mercenaries, that lead nearly a mile below the surface with cargo elevators.  People are allowed to enter, twenty per day, who can pay the metal/technology fee.  Poor villages and people need to pay a fee of at least 3 pounds of high grade steel per person, while others must pay technology.  Credits won't cut it in the Red City.  Some guards are known to accept sexual favors in return for passage on the elevator.  As always, sex is still a coin.
