I found this pattern on the web at a site for Striped Bass fly fisherman called Fly Fishing for Moriches Bay Striped Bass. The pattern, though developed for striped bass is a good Sand Eel fly and most likely a good pattern for Salmon in the salt as well. I subbed a wispy strand of yellow yarn for the yellow under hackle in the tail in this version.
